P-EBT Information
Pandemic EBT, or P-EBT, was a federal food program response to the COVID-19 pandemic. Through P-EBT, eligible school children received temporary emergency nutrition benefits loaded on EBT cards that were used to purchase food. The California Department of Social Services (CDSS), in partnership with the California Department of Education (CDE), received approval to operate the program during the COVID-19 Public Health Emergency.
California issued the final iteration of P-EBT, P-EBT 4.0, in Fall of 2023 following the expiration of the federal Public Health Emergency for COVID-19 on May 11, 2023. Although P-EBT benefits are no longer being issued, recipients can still spend the benefits on their P-EBT cards (1.0, 2.0, 3.0, and 4.0) until they are completely used up. As of January 1, 2024, recipients who have had P-EBT benefits removed from their cards due to them being stolen or inactivity* are no longer eligible for replacement benefits. To file a program discrimination complaint, complete the USDA Program Discrimination Complaint Form, AD-3027, found online at How to File a Program Discrimination Complaint and at any USDA office or write a letter addressed to USDA and provide in the letter all of the information requested in the form.
